Arkham Asylum Isn't Curing Criminals, It's Creating Them

Gotham City's Arkham Asylum is one of the most infamous places in comic history, and it's also one of the most dangerous. Arkham Asylum was built to help treat the clinically insane and help them become better, but instead it either provides no help whatsoever, or it makes the people sent there actively worse. Some of Batman's most dangerous foes became villains specifically because they wound up in Arkham.
